Controversial political analyst, Mutahi Ngunyi, has predicted that the chief Justice, David Maraga will dissolve Parliament due to non implementation of the third-gender rule.
In a speech he made at the Oxford University in the United Kingdom, Maraga said that a case challenging the High Court ruling to dissolve Parliament is before him.
“Although the Constitution provides for gender equality in elective posts, 10 years down the line, the Parliament is yet to give effect the two-thirds rule. The gender rule has not been enacted because such legislation will disrupt patriarchal interests of the political elite,” Justice Maraga said in his speech.
The law requires, that if Parliament doesn’t implement the two-thirds gender rule within the required time, anyone can move to court to dissolve it.
Parliament was supposed to pass the law within five years after the implementation of the new constitution which was August 27, 2010.
