Garissa court jails two police officers who killed woman while arresting drug-peddler son

Two former police officers have been sentenced to 10 years in prison by Garissa High Court in Garissa.

Denis Langat and Kennedy Okuli were sentenced following their July conviction over the shooting to death of Ms. Adan in Rhamu, Mandera County.

They were initially arraigned for murder but the court commuted the charge to manslaughter. In commuting the charge, the court considered “the circumstances surrounding the shooting, including public mayhem that occurred during the incident.”

Ms. Adan was killed on November 10, 2018. Officers from Rhamu Police Station had raided her home in a bid to arrest her son, suspected of peddling bhang.

At the sentencing, Lady Justice Abida Ali-Aroni noted that the Court
weighed all relevant factors including that the action of the accused persons
caused a major loss – death.

“The Court also noted that while Section 205 of the Penal Code stipulates that
offenders are liable to life imprisonment, the Court has discretion on the
punishment,” notes Anne Makori, Chairperson, Independence Police Oversight Authority in a Press Release.
The case was investigated by IPOA.
